Federal Government employees cannot take casual leave without a valid reason or prior approval.

Every leave type—casual, earned, or medical—requires justification or sanction under Revised Leave Rules, 1980.

Explanation

The Objectives Resolution was adopted by the Constituent Assembly of Pakistan on March 12, 1949.

Prime Minister, Liaquat Ali Khan, had presented it in the assembly on March 7, 1949.

Out of 75 members of the assembly, 21 voted for it. All the amendments proposed by minority members were rejected.

Explanation

 Article 11(3) of the Constitution of the Islamic Republic of Pakistan explicitly states this prohibition.

It is further supported by other laws, such as the Employment of Children Act 1991,

This prohibits children under 14 from working in hazardous environments like mines and factories.

Explanation

 (Section 44-C - Power to Remove Officer):

- If, in the opinion of the Registrar, an officer of a society:

  - Has acted against the interest of society, or

  - Is negligent, corrupt, or incompetent,  

- The Registrar may remove such officer after allowing them to be heard.

• And in the case of consumers’ and producers’ societies, also among persons who are not members,
• To the extent and under the conditions prescribed by the rules or by the by-laws of such societies

Explanation

37. Execution of arbitration orders in special cases.

Subject to the provisions of Section 59 of the Act, the Registrar may, by an order in writing, specially authorize any officer of the Co-operative Department not below the rank of Sub-Auditor or a Supervisor of a supervising union to call for and send arbitration orders obtained by any society for execution.

The societies in respect of which those powers are to be exercised by the Officers so authorised shall be mentioned in the order.

Explanation

According to Section 23 of the Co-operative Societies Act, 1925, a society is a body corporate. 

The registration of a society under this act makes it a body corporate with the following characteristics: 

• It has the name under which it is registered.
• It has perpetual succession and a common seal.
• It has the power to hold property, enter into contracts, and sue and be sued.
• It can do all other things necessary for its stated purpose. 

Explanation

 52. Power and duties of the committee. (1) The business of every registered society shall be managed by the committee subject to the provisions of the Act and these rules and subject to such by-laws,

Not being inconsistent with the Act or these rules as have been passed in a general meeting

And registered under the Act; but no by-law registered under the Act shall invalidate any prior act of the committee

Which would have been valid if that by-law had not been made registered.
