Article 234 says if the president, on receipt of a report from the governor of a province, is satisfied that a situation has arisen in which the government of the province cannot be carried on in accordance with the provisions of the constitution, he may, or if a resolution in this behalf is passed by each House .

Explanation

Initial Suspension: After a coup in 1977, the 1973 constitution was suspended. 

First Restoration (1985):

The constitution was revived in 1985, but with the 8th Amendment, which gave the President significant powers. 

Further Power Shifts:

The 17th Amendment in 2003 further consolidated the President's powers,

But the 18th Amendment in 2010 removed the President's discretionary power to dissolve the National Assembly.
