Substitution cases shall be considered by a committee constituted by the Minister in respect of those successful applicants only,

Subject to provision of an affidavit concerning their blood relation/family member, etc. against the nominated person for substitution.
In case of affixation of a substitute visa, visa charges shall be deducted.
